Elaboration of the research objectives, and of the purpose of the interview The research seeks to answer the question 'Which public value issues do German DSOs encounter when complying with legislation and regulation aimed at implementing the Energiewende?'. In the past two decades, developments in the German energy sector have drawn international attention. The German word Energiewende became the internationally acclaimed term for efforts to decarbonize national economies. The ambition to substantially reduce GHG emissions has particularly impacted the German electricity sector, which is the largest of all European countries, both in terms of installed capacity and demand. Germany and the Netherlands are neighbouring countries, who are connected through their transmission networks. This allows the German energy transition to cut across national borders, making German policy and legislation choices of direct relevance for the Netherlands. In Germany, like in most countries, the energy infrastructure is expected to accommodate a number of public values which are expressed in terms of availability, affordability, and sustainability. The safeguarding of some of which is partly entrusted to the DSO (Distribution System Operator or Verteilnetzbetreiber, § 14 EnWG). German government policies are based on an overall strategy for the energy sector, with availability, affordability, and sustainability as its main supporting public values of seemingly equal importance. Previous research showed that Dutch DSOs experience tensions with respect to the safeguarding and balancing of public values, partly because Dutch legislation is showing signs of regulatory disconnection, i.e. an inability to keep up with the energy transition.
