Trackers, indexes and search engines are therefore the more culpable participants in the BitTorrent platform. This perhaps explains why they so easily shut down in the United States whenever they are threatened with serious legal action. The greatest difficulty copyrightrnowners will continue to face, however, is the Hydra effect that seems to have been perfected in the platform whereby when an operator is shut down in one jurisdiction, many others arise to take its place in other jurisdictions with weaker copyright laws and or enforcement policies.
