摘要

This paper analyses the strategic choices that face healthcare systems today. Strategic choices are those that have to be made between value-based priorities and criteria of effectiveness and which are then reflected in the way an organisation or system of organisations is configured. Strategic choices in national healthcare systems are grouped under three headings: funding, organisation and roles. These are each considered under the prevailing condition of increasing resource constraint. Particular reference is made to the British National Health Service (NHS).
