Recent decades have witnessed an apparent turn towards more participatory approaches in the arena of rural development. There has been a recognizable shift from the imposition of top-down development strategies towards the promotion and encouragement of local and community involvement. Consequently, ideas of partnership, participation and empowerment abound within the rural development discourse. stressed and this is underpinned by an espousal of community involvement, empowerment and local capacity-building. Within Europe this has been evident both at EU level and through policy formulation and implementation by national governments. This seemingly more people-centred approach has been the subject of much academic scrutiny and evaluation.
