Speaking on her last day in the job, Nancy Sutley, President Barack Obama's top advisor on environmental policy outlined the US administration's achievements on climate change. She stressed that US greenhouse gas emissions have decreased since she took up her job in 2009 and that this trend was set to continue. She acknowledged what many view as the single biggest obstacle to US action on climate change: Congress. Obama-era Washington has been plagued by "the breakdown of bipartisan consensus on the environment," she admitted. Unlike the EU, the US has no comprehensive climate legislation.
