The final changes to the European Commission's directive presented on 23 January on the promotion renewable energy had seen the inclusion of arguments put forward by so-called rich 'early starters'. Sweden, leading Europe with some 41% of renewable energy in 2007, has seen its original renewables target for 2020 slashed from 55% to 49%. The Swedes appear happy with the updated target. The Renewables Directive set, on 23 January, an overall binding target of 20% of renewable energy in final energy consumption. Statesrnwith high GDP per capita and renewables, such as Austria (with 23.5% in 2005), Denmark (17%) and Finland (28.5%), felt punished for having already invested in alternatives to fossil fuels. Lazy renewables states, with high GDP per capita, such as the UK (1.3%), Luxembourg (0.9%) and the Netherlands (2.4%) appear not to have won special treatment.
