The controversial trade policy being pursued by US President Donald Trump is a fulfilment of a strategy outlined at a Marine Money conference in November 2016 by shipowner Wilbur Ross. At that time, Ross was senior advisor to the Trump campaign. Now, he is commerce secretary and the point man for the tariff scheme.
