The Ballast Water Management Convention (BWMC) adopted by the International Maritime Organization in 2004 requires the ratification of at least 30 member states and 35% of the world's tonnage. The convention will introduce global legislation to control the discharge of ballast water and the spread of invasive species. Practically, it allows for a five-year phase-in period because implementation is only required at the first renewal survey after the convention comes into force. The Baltic and International Maritime Council (BIMCO) does not support an entry to force until the issues that have kept the convention unratified for the past decade are resolved.
