The ingredients for a resurgence of piracy off Somalia are threatening to emerge, according to a new assessment by IHS Economics & Country Risk. "Two factors have contributed to a potential deterioration in the maritime security environment: increased political instability in [Somalia's] Galmudug state... and in parts of the northeastern state of Puntland ... and an increase in the numbers of foreign, illegal, unreported, and unregulated fishing vessels in Somali waters," said IHS sub-Saharan Africa analyst Oscar Scafidi.
