India has an 8% target growth rate for 2015/16, and a key element of this growth is infrastructure and logistics development. 'Corporatisation' of India's 'major', or public, ports - turning them from public trusts into companies - is seen as one route to achieving this goal in the maritime sector. But the proposal, made by Arun Jaitley, the finance minister of the new Bharatiya Janata Party (BJP)-led government in his February budget speech, faces several challenges, including from India's powerful trade unions.
