The International Ship and Port Facility Security (ISPS) Code, a series of measures to create a global minimal standard for maritime security, emerged from the terrorist attacks on the United States on 11 September 2001. The ISPS Code was implemented in 2004, and the deadline is approaching by which most ports and vessels are required to have re-evaluated their security plans. Just as society, technologies, and threats to maritime shipping have evolved in the past decade, so too must the security mindset. To keep up with modern security trends and perspective, it is critical to shift focus from a preventive mindset to one of resilience. Although 100% security is ideal, it is also impractical, so the ISPS Code seeks to reduce risk in the maritime domain.
