When Brazil's port legislation was finally signed six months after its introduction, President Dilma Rousseff vetoed 13 amendments inserted by Congress. Perhaps the most contentious veto was the removal of an amendment that would have taken much of the power over port governance away from the federal government. The language she signed into law dictates that the federal government will "retain the upper hand and call the shots case by case when it comes to renew existing or expired concessions", said shipping analyst Drewry.
