In October 2011, the European Commission proposed new regulations on the safety of offshore oil and gas activities, but these are being met with some opposition. The regulations would include licensing and pre-exploration and production risk assessment and would be enforced by national authorities empowered to impose penalties for infringements and prohibit deficient operations, Although they would include all offshore oil and gas activity within EU waters, including exclusive economic zones and continental shelves, the regulations would not strictly apply to EU-registered operators elsewhere in the world.
