The regulator described the incident, which took place in July last year near Pontithel, Powys, as having a highlydetrimental effect on the river. It said its officers had been “appalled” by the damage caused.However, in a statement issued last week it said that with “the deepest regret” it had ended its investigation as ithad deemed there was “no realistic prospect of conviction against any company or individual”.Guardian columnist and environmental campaigner George Monbiot described the news as “depressing butunsurprising”.
