By 1 January 2012, all new-buildings should be delivered with a ballast-treatment system fitted and, from that date, vessels built since 2009 and falling within the convention's rules must install a system by their next drydocking.Yet the 2004 International Ballast Water Convention has still not reached its target of 30 states representing 35% of world tonnage that is needed before it can come into force. As at 31 August - the most recent data available - 28 states had ratified the convention, representing 26.37% of world tonnage.
