Does the market-leading Panama Ship Registry have too many flagged ships for its own human resources? Panama boasted 8,837 vessels totalling 212M gt as of 30 April, 22% of the world's fleet and four times the number of vessels flagged by Liberia, the second largest registry. According to Panama Maritime Authority (AMP) Administrator Roberto Linares, considerable service improvements have taken place recently. "We opened a technical office in Tokyo in April and another in Piraeus in June. These offices provide our customers with quick service and immediate registration," Linares told Fairplay.
