Development of terminals serving Colombia's smaller coal exporters has been slow following the announcements made in 1Q10, when MPX, Puerto Brisas, Prodeco, Drummond and Puerto Mamonal all voiced optimism on rapid development of new export facilities or expansion of existing ones.rnAt that time, only Cerrejon was cautious, with its CEO, Leon Teicher, conceding that any upgrade of Puerto Bolivar would hinge on how his company viewed market developments. Since then, the biggest port project in Colombia - Prodeco's Puerto Nuevo at Cienaga - has progressed at a snail's pace. Only some token ground-clearing work has been completed to date.
