Ask Canadian shipowners what keeps them awake at night besides the recession and they point to a 25% duty on foreign-built ships and the circus-like atmosphere of ballast regulation on the Great Lakes.rn"The biggest issue facing our industry is the 25% duty Ottawa levies on imported ships," said Greg Wight, president of Algoma Central Corp. "Our priority is to eliminate that duty if we're going to renew our fleet." Next is ballast treatment rules, he told Fairplay. "We've got two countries, eight states and two provinces around the Great Lakes - all doing their own thing. We believe in protecting the environment, but we want a consistent application of ballast water rules."
