Airlines are currently compiling a lot of data regarding how many tonne/km they fly on their various routes into and out of the EU.rnThe EC's regulatory body will use this data to decide what amount of CO_2 emissions is appropriate for the industry. The body divides that amount up pro rata among the various airlines in terms of the carbon allowances that are on offer. If an airline finds that it uses less than its allotted number of allowances - for example because it buys new planes with deaner engines-it can sell some on the trading market, or if it finds its allowances are insufficient, it will have to buy more. The trading scheme is very fluid in that airlines could buy them from an emitter outside the sector, such as a power generator or a steel manufacturer.
