Brazil's congested, creaking port system could receive an injection of $15-20Bn if legislation is enacted that is already supported by President Luis Inacio Lula da Silva. The proposal, also backed by Lula's ports minister Pedro Brito, would enable private investors to develop new terminals, sources in Brazil told Fairplay- but only after they have won public tenders for them. The hybrid system is similar to an existing process in the electricity sector. The scheme would have the benefit of partly bypassing the established system of tendering at public ports. Brito and the Special Secretariat for Ports would help organise bidding for private greenfield parcels of land, which would be developed for up to 25 years.
