Spain's central government and the local Canary Islands government are engulfed in a new row over who rules the waves surrounding the Canary Islands archipelago. The Canary Islands ruling regional coalition government, led by the local party Coalicion Canaria, has urged the Spanish government to allow it to control the waters. Under the United Nations Montego Bay convention, state archipelagos are permitted in international law to have control over the delimitation of waters. But the two parties are locked in a disputed over the interpretation of the Spanish constitution and of the UN's Montego Bay convention.
