Shipping lines in China faceafresh roadblock in their attempts to collectively impose surcharges on shippers. The Asian Shippers' Council (ASC) is claiming that China's maritime regulations, under which lines could getaway with surcharges, are no longer valid. "In Asia, China's anti-trust law has been put into full implementation from 1 August 2008,"the ASC declared after a meeting in Macao on 18 August. The council, whose members are drawn from five geographical regions including Oceania, expects a more market-based system, particularly since, unlike Singapore and Australia, China has made no block exemption for shipping conferences.
