Brazil's government-controlled oil company Petrobras has moved across an historic threshold in announcing the discovery of a major new offshore oil field.rnThis discovery, of up to 8Bn barrels of light oil, plus natural gas, at the gigantic Tupi Field in the Santos Basin, means that Brazil could become a regular exporter of oil.
