Compliance with the ISPS Code has made the maritime industry a safer place, argue regulators. But the security scheme has also given rise to a new generation of bureaucratic and administrative nightmares, according to those who must cope daily with the myriad new rules that must be strictly followed, lest port calls be refused. "At the end of the day, we are all trying to secure our assets," says OSG Shipping's Louis Esposito about the new security regime,"and one of our biggest assets is our seafarers."
