Supporters of cabotage in Brazil are seeing a positive side to the wave of strikes that has bedevilled the port sector this year. Ironically, the level of industrial unrest suggests that there is a genuine, deep-seated movement towards reform, which will allow much greater movement of coastwise cargo.
