There is a Gallic insouciance about the markets these days. Each time rates come under pressure, the markets shrug their collective shoulders and rates start rising again. The last pressure was caused by the absence of decision makers as the Coaltrans conference in Athens sorted out the future shape of that industry, assisted by owners and charterers of large numbers of Capes, Panamaxes and Handy bulkers.
