Growing Russian oil exports mean that a Prestige-type accident in the Baltic Sea is inevitable, European maritime safety officials have said. The tripling of Russian oil exports over the past decade and serious concerns about the quality of tonnage passing through the Baltic have now pushed the problem to the top of the agenda for the recently established European Maritime Safety Agency (EMSA), officials admitted last week.
