THE US' decision to introduce a mandatory 24-hour advance manifest rule (AMR) has prodded South Asian shippers into action. The jury is still out on whether the rule would add to their costs, or lead to a reduction because of renewed competition between lines serving the US from the Subcontinent. The only thing certain is that nobody wants to be excluded from the lucrative trades with the world's largest economy. Determined to preserve Colombo's status as South Asia's sole transhipment hub, Sri Lanka Ports Authority (SLPA) chairman Parakrama Dissanayake has already written to US Customs asking for customs inspectors to be stationed at Colombo. He believes that it would make Colombo more desirable for US importers and is pressing ahead with plans to acquire two mobile X-ray scanners, each capable of screening 30 containers per hour. "If goods are not scanned, exporters could be at a disadvantage," Dissanayake told Fairplay.
