Ship owners have urged Caribbean port authorities to address unnecessary delays and congestion for cargo and break bulk vessels, which they say pushes up port calling costs at the expense of island economies. Tourism-dependent island ports provide guaranteed berths and operational priority to cruise lines over container and break bulk shipping lines because "they have power and money", says Seaboard Marine's Caribbean division VP Tom Paelinck. He reveals that typical delays experienced by his company included waiting for pilots to return from lunch breaks, channel closures, and port authorities not carrying out proper maintenance to keep cranes working.
