Pakistan's decision to allow steel re-rollers to import raw material has delivered a killer blow to ship breakers at Gadani. But the decision represents only the latest in a series that have been "motivated by political vested interests", said one observer, and have "over the last 15 years, almost extinguished one of the few businesses in which the country was a global leader." In fact, the battle goes back further than that, to 1985 (see 'Scraps over scrapping', page 16) and reached this final crisis in February 2002, when finance minister Shaukut Aziz imposed an additional excise duty of Rs500 per tonne of scrap bought and ordered an audit to check how much scrap yards had in their stockpiles. It has been downhill since then and now much of Gadani's scrapping beach lies idle.
