Spain is riding on an economic wave. GDP is expected to grow as it has done in the past few years—by around four per cent this year - and unemployment is now down to 9.3 per cent, according to latest government figures. The conservative Partido Popular government led by Jose Maria Aznar is continuing its policy of gradually liberalising the economy and breaking up monopolies like Cepsa and Repsol, which this year will relinquish 60 per cent of its share of CLH (Compania Logistica de Hibrocarburos). Gas Natural, another monopoly supplier, will be separated from distributor Enagas.
