"Even with the benefit of hindsight and a simulated reconstruction... it is hard to see a simple solution to the situation which faced [the Officer of the watch]." So says the Bahamas Maritime Authority (BMA) in its report into the August 24,1999 collision between the cruise ship Norwegian Dream and the container ship Ever Decent, published last month. However, there are indications within the report that the cause did not only lie with the lone man on the bridge boi also with the failure by Norwegian Cruise Lines to enforce its own safety procedures.
