Over the last three years, the Queensland Fire & Rescue Authority has undergone a massive organisational and structural change that has totally redefined its management philosophy. Gone is the traditional, hierarchical rank based structure still so familiar to many fire services. In its place is a flat, responsive, team based approach incorporating the best of contemporary management practices. The results have been remarkable. The Queensland Fire & Rescue Authority provides fire and rescue services for 3.7 million people across the state of Queensland, Australia. Queensland is a very large state, as the accompanying maps show. Prior to 1990 these services were provided by 81 autonomous fire brigades (with 81 Chiefs, Boards, operating systems etc). A forced amalgamation by the State Government saw the creation of a single Queensland Fire Service (QFS) from 1 July 1990. This was done very quickly and essentially resulted in the old system continuing under a new name.
