The Fire Brigades' Union has recently published a pamphlet entitled "A Fighting Chance" comprising five discussion papers, in which it is argued that the risks posed to firefighters by hazards inherent in the construction of a building should be anticipated and eliminated at the design stage, as part of the Building Regulations. The case for such a pro-active approach to these hazards, rather than a reactive one after the event, as a means of improving firefighter safety, is undeniable. The first paper in the series, however, addresses what is called the "Zero Risk Factor". In this contribution the concept of risk in a hazardous occupation is examined and the boundary conditions defined that must be satisfied, outlining the philosophy and practices which underpin the ALARP principle - as low as reasonably practicable.
