On the morning of September 20, 1999, a 7.6 magnitude earthquake left much of Taiwan in ruins. In the first hours after the earthquake hit, Taiwanese first responders began searching for victims and within a day, rescue teams from around the world were travelling to Taiwan to help locate and free the thousands of people trapped in the rubble. In the final analysis, more than 1,700 people died, many thousands more were injured, and the Taiwanese would spend more than three billion US dollars repairing buildings and infrastructure. Determined to strengthen their response, rescue, and mitigation capabilities, Taiwanese officials sent a 15 member team of firefighters, civil engineers, and members of their National Fire Administration to train with the Emergency Services Training Institute, (ESTI) on there Urban Search and Rescue training programme.
