How's this for an eyebrow-raising statistic: Of the 160,000 or so U.S.-registered general aviation airplanes that are candidates for upgrades to meet the FAA's ADS-B mandate, only about 23,000 have been equipped so far. That's less than 15 percent of the GA fleet with three years left to go before the deadline. Ouch.
