The U.S. HAS set aside the doctrine of "peace through strength," relying instead on hope and multilateralism. The New York Times captured the consequences of this in its June 23 headline on Iraq: "Reality Overtakes Hope." That's just the latest evidence of policy failure. Russia has reabsorbed Crimea and may control parts of eastern Ukraine, scaring other neighbors. A tape recording recently caught the foreign minister of Poland-the U.S.' best friend in eastern Europe-telling a former finance minister over dinner that ties with the U.S. are worthless.
