Call it the small squeeze. Between 2001 and 2008 the cost per employee to comply with federal regulations (see below) grew at a 6.1% clip for businesses with fewer than 20 employees, while infla tion rose at 2.8%. Don't expect this trend to abate, says Holly Wade, senior policy analyst at the National Federa tion of Independent Business Research Foundation. Consolation: In 2001 small fry spent 56% more per head on regulatory costs than did companies with 500-plus employees; by 2008 that figure had fallen to 36%.
