It's been a dismal year for plutocrats. Offering a glimmer of hope: 38 billionaires added to the list despite worldwide asset deflation. Nine of the new billionaires inherited all or part of their fortunes; the rest made their own luck in businesses ranging from hospitals to fertilizer to wind power. Some we recently uncovered. Mansour bin Zayed Al Nahayan, a member of Abu Dhabi's royal family, raised his profile after purchasing U.K. soccer team Manchester City and investing $5 billion in Barclays Bank. A few added to their fortunes. Zhou Chengjian took his fashion retailer public in August in one of China's most successfulrnofferings of the year. Wang Chuanfu's nest egg got a boost after a Warren Buffett-controlled company bought a stake in his battery and electric car outfit, BYD.
