I respectfully dissent from Steve Forbes' criticism ("Minor League Leader," Mar. 16, p. 14) of Commissioner Bud Selig. Far from ignoring baseball's problem with performance-enhancing drugs, nine years ago Selig instituted testing of minor leaguers, who are not represented by the players' union. Since then their use of PEDs has fallen from 9.1% to 0.75%. Inrnthe major leagues the rate has fallen to 0.08%. Regarding Seligs stewardship of his industry: Under him 19 new ballparks have opened, and revenues have tripled. Partly because of his increased revenue sharing and the competitive balance tax on the largest payrolls, 14 different dubs have played in the last nine World Series, which have produced eight different winners. Now, my affectionate dissent filed, I shall return to making common cause with Steve in defense of limited government.
