Relief washed over the small city of Anniston, Ala. (pop. 24,300) in August 2003 when the decision came down in Federal Judge U.W. Clemon's courtroom: Chemical giant Monsanto, accused of dumping PCBs in a poor Anniston neighborhood, agreed to pay $600 million to settle two drawn-out cases against it. Thousands of plaintiffs, mostly poor, expected big payouts. On a sweltering summer afternoon in the downtown Birmingham courthouse, Monsanto attorney J. Mark White said of the plaintiffs: "This is a great day for them."
