What do these three cock-ups have in common: the 1980s S&L crisis, this year's California power crunch and the brewing telco debt bomb? They show how spectacularly government can mess up markets: 1. Thrift managers with no experience in risk were freed to chase high returns for their depositors. But-and here's Washington logic for you-the poor, helpless depositors were to get the best of both worlds: double-digit returns if things went right, their money back if things went wrong.
