It was a glorious moment in Albany a year ago, as New York Governor George Pataki, Mayor Jerry Jennings and other local worthies broke ground on Gateway Commons, a $10 million Urban League development meant to revitalize a downtrodden part of town and create jobs for hard-luck welfare cases. Even Al Gore stopped by a month later. The lead tenant was to have been National Finance Corp., a subprime home-lending outfit and local rags-to-riches story founded by 29-year-old David Silipigno. A college dropout, Silipigno promised to provide 450 jobs in a new telemarketing operation.
