Troubling situations often spawn good outcomes. This is true for organizations, whether they are public or private, just as it is true for individuals and for nations. For any organization, two keys to shaping a positive future are, first, coming to recognize that the current situation is untenable and, second, identifying a vehicle that enables the organization to move successfully into the future its leaders envision. In short, one way to look at how organizations shape their future is as a series of triggers that spark vision and prompt a determination to change, coupled with lures that instill hope while pointing to a means for accomplishing what those leaders envision (Nichols 1993).
