Mea Culpa. For all those who wish the United States had national health insurance, I have to acknowledge that its absence may be my fault. In the mid-1960s, the life and health insurance business in the US was terrified at what it saw as the imminent arrival of a national health scheme. A study it commissioned, at the time, concluded that the business was being blind-sided by unanticipated trends and events, weakening its ability to see and respond effectively to proposed legislation and regulation. What the business required, they determined, was more lead time on change.
