摘要

In November 2018 the International Organization for Standardization (ISO), the worldwide federation of national standards bodies, passed its first standard for human capital reporting: the Human Resource Management Guidelines for Internal and External Capital Reporting. Why the need for standardization in human resources? The fundamental source of value creation has shifted from tangible assets to intangible assets. Whereas tangible assets have a physical form-machinery, buildings, and land- intangible assets are nonphysical. Since human capital is the fundamental source of most intangible assets, there is a much greater need today for measuring, monitoring, tracking, and understanding how well people are being managed and developed.
