Mexico needs to double its investment in water to $3 billion a year, says Cristobal Jaime, president of the National Water Commission. Jaime was briefing the press on what he claimed were the achievements of the administration of a President Vicente Fox, who is to hand over power to President-elect Felipe Calderon on December 1. Mexican presidents serve six-year terms; there is no re-election.
