The need for a rationalization of the water review process was the underlying theme of the IEA's recent Water 2005 conference. The financial demands of the Water Framework Directive and greater future emphasis on the needs of the environment were also of concern to companies. Speakers at the London conference, held on April 19-20, voiced doubts over the current regulatory timetable, with United Utilities' John Roberts indicating a preference for longer-term regulatory performance reviews. Barclay's Capital's Neil Beddal would opt for the dislocation of long term planning from the day-to-day activities of companies, whilst warning that one of the risks of predicting long-term investment needs was that such predictions might frighten off investors, who "hate uncertainty." Jon Hargreaves of Scottish Water observed that longer planning periods mean that "difficult stuff gets put to the back of the queue."
