The flagship international project to supply water and sewerage services to the Tanzanian commercial capital of Dares-Salaam is in chaos with Tanzania's water minister saying the contract is over and the contractors saying it is still in place. Citing "poor performance" on the part of the Biwater-led City Water consortium, Water and Livestock Development Minister Edward Lowassa said the Tanzanian government had terminated the key contract, originally signed in 2003 as part of an agreement under which Tanzania would become eligible for massive debt relief. However, according to Biwater's UK office, "the contract is still in place." Biwater said it had not received "official termination," and was "trying to get hold of officials to clarify the position." According to Biwater, "City Water is still operating, although the situation is difficult as the Minister (Lowassa) has had a meeting with the staff, so many are not turning up for work."
