Close on the heels of a controversial law on water resources passed by Maharashtra, the World Bank has agreed to give a $325 million loan to finance water supply programs in the western Indian state. Critics slammed the cause-and-effect link between a pro-market water act and the Bank's generosity, accusing bank officials of engineering a practice of free-market water pricing, and linking water supplies to family planning. The loan - with a maturity period of 20 years and a grace of five years - goes towards implementing the Maharashtra Water Sector Improvement Project, which involves developing and managing water resources and delivery of irrigation services to farmers throughout the state. One of the Bank's conditions includes setting up a regulator for water, which prices and allocates water based on the number of children in a rural household.
